Yavapai  approves Grantham proposal

 

Prescott, Arizona,-On March 6th the Yavapai Board of Supervisors voted 2-1 in favor of the Grantham proposal along US 93.  Supervisors Thurman and Springer voted in favor while Supervisor Davis voted against the proposal.
The rezoning application was to rezone 126 acres of RCU-2A zoning to a Mixed Use Planned Area Development that includes 80 acres of commercial and 46 acres of multi-family residential uses. 
In a previous Board of Supervisors meeting, Supervisor Springer stated that she was against speculative zoning and zoning that had no plan.  However, regarding the Grantham Proposal, she stated that she did not think this was speculative rezoning. Supervisor Thurman postured regarding some of the concerns of the affected residents, but he was in favor of the proposal all along.  Supervisor Davis stated that he thought this was speculative rezoning and that the impact it had on the affected residents could not necessarily be determined because of the lack of a comprehensive plan.
While the affected residents of Moonlight Mesa did not get the proposal defeated, there were significant successes.  There is some step back zoning, or graduated zoning, from the existing properties, which are approximately 5 acre minimums to the area of RCU-2A that is not being rezoned in the Grantham proposal.  The number of residential units was reduced from over 200 in the original proposal to 91 units.  Finally, the final site plans of the development must be reviewed and approved by the Yavapai Planning and Zoning Commission and the Board of Supervisors. So while the proposal was approved, it was significantly different in the residential area from the original.

On Monday March 13, 2006 Supervisor Thurman stated " he wanted only one entrance to the Grantham project on to highway 93. To allow only one stop light would require the use of frontage roads for the project".
